      I had to think long and hard to vote on this one. After reading through the final rule on the temporary certification program, though, I’m going with C: “They’ll say so, but not meaningfully.” There will probably be some changes, but I’m not holding my breath of any major breakthroughs. Dr. Blumenthal’s blog post on the topic quelled any hope I had on flexibility.
